Build binary wheels for deployment to PyPi for common platforms.
We should also be able to include GDAL libraries directly in the wheel to avoid needing to pre-install GDAL.

I recently ran into a case where some of the GeoImage unit tests were crashing due to a bug in GDAL 2.2.3. (also 2.2.4?) OSGeo/gdal#295
