Add a 'Reviewed' Check Box

As a moderator, I'd like to know the last time an issue (whether 'Open' / 'Started' / 'Submitted') has been reviewed and checked off by another ambassador.

Perhaps, Institute a check box for moderators to check off when they have reviewed an issue + a column which populates with 'Last Reviewed'.

Then, the IECI list can be filtered by latest reviewed so moderators can focus on the most important issues which haven't gotten eyeballs recently.
