Add CF standard names (where they exist) to observed_variable table

Hello,
Here is a first attempt at this, including contributions from Fabio Madonna for the aerosol variables. The table includes also links to ODB and GRIB parameters. Still, largely missing, is input for all radiation variables. Also note a few possible duplicated entries were identified (in red). Thanks for the feedback and suggested way forward on this!
