Update k6packager dependancies #4146

What?

k6packager is used to create and upload the rpm and deb repos as well as the msi file.

It currently pins years old versions of awscli and s3cmd. As well as have comments around issues that have been resolved in future versions.

Proposal

bump to the latest versions
check everything works as expected
try to refactor it given some issues should now not be a problem
