No ShiftCodeArray support in ReadDesign #3

The ShiftCodeArray in ReadDesign is not currently supported.
Unlike all other array structures, there are two additional properties after the final array item.
This requires it's own Parser context adding, similar to how BinaryDataParser works.

(The standalone VarShiftCode command is working)
