Drop support for Play v2 (ie Play v2.9), leaving support for just Play v3 #493

See previously:

guardian/play-googleauth depends on guardian/play-secret-rotation, so we can't drop support in play-secret-rotation without also dropping it in play-googleauth - both projects currently support the same 2 versions of Play: v2.9 & v3.0. Can we drop support for Play v2.9? This search shows that actually, the Play v2.9 versions of these artifacts are not being used anywhere at the guardian:
