Upgrade Hyrax to 4.x

Among other effects, Hyrax 3 is constraining our rails version to < 6. Hyrax 4.0.0 appears to be the first version that supports Rails 6.1 (and Ruby 3.2): "Hyrax 4 has seen major upgrades to its dependencies. It now runs on Ruby 3.2 and Rails 6.1. Blacklight has been updated to version 7, and the Bootstrap style framework to version 4."

This will release the constraints on many other dependencies that need to move forward.
