Use standard way of referencing a transcript excerpt on URL #23

Currently on the URL we have references constructed like so:

#hypertranscript=666.1,669.6

with #hypertranscript being the id of the transcript. Which is useful when you have multiple transcripts in one page.

But a more standard way to do this would be something like:

#t=666.1,669.6&id=hypertranscript
