ToolBar Action Group should be similar to Maven and Gradle

Maven & Gradle have similar functionality to dub and should be used as a reference point.

so far we can re-import (dub describe), run the project (dub run), and open the dub settings (D Tools). There is also a stubbed up button for enabling an offline mode that needs to be finished.
