That's a problem with containers in general. You can circumvent it by building your own image. Nor let much we can do tbh

are there any downsides to just having that installed in the official docker container?

We may drop this part in the future. Because Vulkan filtering (RADV) is used to replace OpenCL in Jellyfin 10.9. And it works right out of the box.
