New type of mesh-size definition

The gmsh plugin is based on a raster mesh-size layer, which is not easy to build.
I'm wondering if the plugin could be used or adapted to a different type of mesh-size definition where the mesh sizes could be defined at the boundaries and forced lines and points ?
