MicroOS with kernel > 6.10 fails with cloud-init

Due to canonical/cloud-init#5614

I can see these failures during boot and in the cloud-init logs. The current version is

cloud-init --version
/usr/bin/cloud-init 23.3-13.1

with

NAME="openSUSE MicroOS"
# VERSION="20241126"

There doesn't seem to be a newer version available in the official repos. Issue should be fixed in >= 24.3.

It is not a full blocker for startup and I am not yet sure what implications it has, but a failing cloud-init attempting to to a disk resize is not a good sign.
