Update apprise to modern version or hardlink directly to version 0.9.3 in the documentation

The version of apprise that nefarious uses is very out of date. However, the documentation links directly to the head of the default branch of the apprise repository. This creates a disconnect between the documentation users are reading and the capabilities of the actual software they are working with.

I would suggest either bumping the version of apprise to 1.7+ or updating the documentation to hard link directly against the 0.9.3 tag in the apprise repo to avoid user confusion.

@enpaul good catch. The PR #286 updates all references to the 0.9.3 version so the docs align.
