Quit menu isn't enabled

Branched from linebender/xilem#1. The quit menu item is not enabled on mac, and quitting also doesn't work on Linux. I haven't investigated deeply, but the code to create the menu seems ok (it's the same as the druid-shell version).

I've also noticed this on linux on both x11 and wayland.

This might be linebender/druid#1711, for which linebender/druid#2221 is a fix. I haven't investigate more deeply yet.

@derekdreery can you describe the behaviour of quitting on Linux? alt-f4 seems to work fine for me on both x11 and Wayland when using Gnome.

I think this issue should only track the macOS menu item - the two described problems seem quite unrelated
