cinnamon --replace & takes 2-4 minutes to complete on an Intel Core i7-8550U CPU.

Steps to reproduce

• work for several days, several cycles of suspend/resume
• run cinnamon --replace & (to work around issue Switching workspaces is very slow since Cinnamon 5.0 #10151)
• UI frozen for 2-4 minutes before starting to respond again (cinnamon reset completed)

Expected behavior

• restart completed within 10-20s at worst, 1-5s by default
