Supplementary characters (characters > U+FFFF)

Calling sqlite3_prepare_v2 or sqlite3_bind_text with GetStringUTFChars does not work for supplementary characters (like emoji).

Thanks @gwenn! I am busy with urgent work for the next 2-3 weeks and expect to fix this sometime in July. Unfortunately I am reluctant to accept patches to this project due to possible licensing/IPR issues.
