Scholarship support in ticketing

It would be convenient to have a scholarship sideline at some point, where organizers can provide parameters for different types of scholarships, have people apply, and then have the organizer accept the applicant and the system will automatically assign the appropriate ticket to the recipient. Similar to the CFP process, but for tickets.

Upon acceptance organizers would assign the appropriate ticket type. If it was a partial ticket it would at minimum send them an email with an auto-generated acceptance code to receive their discount.
