Keep personal info restricted on Pyha

As someone who has submitted observations with my name hidden, I don't want my name to be given through data requests, so that I can stay private.

Same, but with emails. We get there through Vihko, iNaturalist. Currently shared on PAP and data requests, AFAIK.

Options:

• Remove names & emails always
• Remove email and replace names with pseudonyms, on runtime?
• Release names & emails on case by case basis
• PAP will always show names and emails, when available.

Using pseudonyms for data via Pyha could be the best option, unless the data user requests the name & email as well, and we approve it. Matti will talk with university lawyers.
