As a general rule I try to update my changelogs just before I create PRs, rather than when I tag a release. However, this is probably the one thing I forget to do more than anything else.

I'm wondering if there's any reasonable way we could check this in either the pre-commit checks, or PR builds in general (without making it a hard-requirement that every PR modify the changelog.
