Add the ability to preview Gitlab issue by simply hovering over a URL/link to the issue within Mattermost. You can see how this was added to the Github plugin in the past here:
mattermost/mattermost-plugin-github#258

Note that there are newer designs for the GitHub tooltip, and I think they should be applied here when this is implemented:
