Came here because I was having the same issue.

Found out that I was adding the kiosk_mode: configs to configuration.yaml instead of to the lovelace configuration yaml, which is accessed via editing any dashboard, then clicking again on the three dots menu on the top right of the dashboard and selecting Raw configuration editor.

In there, I added the configs between title and views.

Hope it helps others with the same problem.
