Break appart sqlitedb so it stores data in per-experiment database files #76

The current sqlite interface stores all data for every experiment in a single database. This does not work well with the current workflows of symlinking in data to be hosted on the web which is used to host data on eg. aeroval-test. Breaking apart the data so that each project is stored in a separate .sqlite file would resolve this issue.
