Tag not applied to every file after uploading multiple files into a folder.

Issue Summary

We have uploaded 500 test files into a folder with a tag in one step. All the files appeared in the "upload status" tab; however, fewer than 10 were assigned the tag.

Expected Behavior

All 500 files should be assigned the tag upon upload.

Actual Behavior

Only a few files (less than 10) were assigned the tag after the bulk upload.

Steps to Reproduce

1. Prepare 500 test files.
2. Upload all 500 files into a folder in one step with a tag.
3. Check the "upload status" tab.
4. Observe that less than 10 files have the tag assigned.
