Java Refactor changes tab-size from 4 spaces to 2

I have Tab-Size set to 4, Use Spaces for Tabs, and Auto Detect Indentation turned off. When I refactor my java code (note, javascript, typescript, python refactor do NOT have this problem), any file that it changes in the refactor suddenly has all of it's 4-space tabs changed to 2-space tabs! I think it's only files that I do not currently have an editor open for.
