Introduce performance and scalability testing

This is one thing that is really critical as Nodel is quite different used on a developer machine versus in production scenarios with 2-4k+ nodes.

The goal is to introduce a means of evaluating latency across different parts of the application, especially by simulating conditions with large numbers of nodes and connections.

Ideally we could rely on CI/CD pipelines to validate changes to performance for any proposed changes.

Any feedback on test scenarios and especially tooling suggestions are very welcome!
