Is your feature request related to a problem? Please describe.
Plot behavior and affordances are inconsistent when placed in a Time Strip.

Describe the solution you'd like
Plots in Time Strip (TS) swimlanes should support marquee zooming and alt-drag panning in the same way and with the same behavior and display functionality (orange border pause notification, reset and step back buttons, etc.) that is currently accomplished in a Stacked Plot. The only difference would be that X axis ticks don't need to be handled as they are not displayed in the TS.

Note: this contravenes #3847.

Leaving this open for now, but the solution here is non-trivial and we don't plan anything on this in the near-term.
