Add Network Path Analyzer permissions

This is an enhancement for the Landing Zone.
It would be nice to allow the usage of Network Path Analyzer for the various admins (e.g. network, workload, web, apps and maybe DB).
NPA is a very useful tool for troubleshooting in case of connectivity between a source and target.
This would be a nice addition to make ELZ even more complete.
