Clarify the Settings->Radio Settings #3

In the Settings menu, the whole Radio Settings sub menu is quite unclear.

What is it? Does it interact with the Carrier Settings? What and how does it change?
Maybe add some text above to describe that those settings are relevant for the current network selection and has nothing
to do with the Carrier Settings.
