[Collector] Create a service for extensions which can be exposed to a port

Is your feature request related to a problem? Please describe.

As of now, the OpenTelemetry Operator doesn't creates a service for extensions which contains a port.
This feature is very useful as the new Service can be consumed with an Ingress giving users to directly interact with the extensions through an endpoint instead of exposing them to to localhost.

Describe the solution you'd like

Create a new function to create a service for extensions exposing them on the given port.
