You can enter in any garbage address and be allowed to submit a form for any lot. System should check that your address is actually adjacent to the lot you're applying for.

This was discussed yesterday at the public beta launch; it is a nice to have but definitely an enhancement.
(an off the cuff guess of how to do this would be: obtain parcels from county and add this dataset somewhere; (then get the polygon (provided by the county parcel data set) in which the geocoded address' point (make sure to use is inside of; and determine if this polygon adjacent to the requested landbank polygon).
Regarding the garbage addresses concern; the land bank already receives a lot of applications that end up not (submitters owe back taxes, have unregistered rental properties, etc) being qualified...
