Recommend resources to managers based on skillset and availability.
Estimation - 3-4 days

Optaplanner planner algorithm will be triggered as soon as request is triggered.
Optaplanner has to consider ongoing project, upcoming project and skills of SRs .
Manager can view recommended resource while clicking on approve and add a note to "optaplanner algo working on your recommendation, please wait or else manually assign".
