allow tags to be passed to aws roles modules

Terraform modules provided to create operator modules and identity provider does not accept custom tags. we can pass custom tags to pass to modules and apply to resources.

@bardielle we usually have tags to define resources categorized to environment, team, department, cost center or even a specific application especially when multiple accounts are consolidated under single corporate billing account.
