Expected Behavior

The Ecuador phone numbers starting with 963 should be validated. Cross checked using
https://rawgit.com/googlei18n/libphonenumber/master/javascript/i18n/phonenumbers/demo-compiled.html

Current Behavior

Ecuador phone number is shown as invalid.

Steps to Reproduce

Type any Ecuador phone number that starts with 963 after the country code. For example: +593 963123456
