Fix Panoramax integration causing flickering (sorta)

I have been having this problem since the panoramax integration and it's pretty annoying having the ui flicker like that. it seems like if some request comes in too late or too soon. it re-freshes the panoramax data causing the images to dissapear and then re appear again.
important to make sure that 'disable cache' is not turned on.

it seems easier to repro if you set firefox dev tools to simulate a good 4G connection. but def doesn't happen all the time.

I think while this is being looked at, it should also be investigated why mapcomplete is making SO many requests to the panoramax server. a lot of these seem redundant.

I don't know, but I feel like both of these issues will solve each other

Besides me also recording a node that I added and then removed again reappearing from the cash or whatever. The flickering is being demonstrated again in this video
