best place to manage default state actions

With global state management like Valtio, I want to preload my initial data needs, and I do it in main.tsx. Just above "ReactDOM.createRoot" . Is this the correct place? How do you do this kind of stuff? Is there a best practice? In case of lazy loading for child objects , how do you shape your states
