Make cosmic-files optional

Starting with alpha 3 cosmic-files is required for the desktop to start. I would like cosmic-files to be optional since I personally don't use desktop icons and am not currently using COSMIC files either.

You can disable desktop icons easily by right clicking and selecting Desktop view options. Without the applet, there would be no right click menu for the desktop, which I think is important for many users even if they don't use desktop icons.

I mean we can fix that, cosmic-comp has right-click menus for other things. But I don't think that is of high priority.
