How to remove framework from re3r

Anytime I delete the framework folder it keeps being restored whenever I launch the game

You haven't deleted all files. Best way to remove is re-copy and past files and folders from REFramework to your RE3 folder, when the window says replace click on yes. They should be highlighted, then mouse over the highlighted then right click and delete.
