Avoid checking completed status of AW when MCAD is restarted

Describe the Bug

MCAD would keep checking the completion status when AW is completed or failed post MCAD is restarted. AWs in state completed or failed should be ignored.

MCAD: MCAD version 1.37.0 and the main branch

Steps to Reproduce the Bug

• Submit AW
• Allow it to complete.
• Restart MCAD and check logs the completion state thread keeps polling completed AW

MCAD should not skip AWs that are completed post-restarts.
