In the case I recall, buendia-pkgserver was installed, and the log showed that it was running, but the update process got stuck. Beyond that my memory isn't clear (apologies); I remember observing the following but I don't remember in what combination they occurred:
The package I wanted to update wasn't updated because it wasn't listed in packages.list.d
apt was wedged and refused to proceed
The system rebooted to install and something in the update failed during startup
I believe some of my fixes to buendia-pkgserver-import happened after this, so some things may be fixed. For example, I specifically recall that the copying of APKs to the package server didn't work, and I fixed that part and now they appear to work properly.
I think it would be sufficient to set up a NUC (or next best, a VM) and exercise the update function a few times—try updating a few packages, including ones that have dependencies on other packages, and see what happens. If it works consistently for you, it's fine to close this issue.
I've tried installing software updates via USB stick and they don't seem to take. We need to exercise this a bit and see what needs to be ironed out.
