There should be a way to search for all public notes that mention Panama (for example).

This will almost definitely be an external service, but I thought I'd point it out here since it's come up in other places.

Note that this is different than full-text search within your own inbox, which should show private and public activities.

There should be an API for that, and publicly available list of instances, that wants to participate in that.

I think setting up ofirehose for your site is pretty explicit approval for participating in this kind of thing.
