It is above the "Grid#ControlCenterRegion"

When the top element is absent, the control center stays in the middle of the screen and out of place.

I used the fix for the top taskbar mentioned below. It fixed the issue for the notification center but the element above the control center is not fixed.
ramensoftware/windhawk-mods#1053 (comment)

I'm sure that the element be fixed by using "VerticalAlignment=Stretch" or "Visibility=Collapsed" to hide it.
