secrets-encryption test fails for 3 etcd, 2cp, 1 agent setups

The existing test intermittently fails for bigger setup 3 etcd 2 cp and 1 agent nodes.

k3s seems to need buffer times - 30 second padding for even prepare/rotate operation etc.

rke2, doesnt seem to work even after a 150 second padding between encrypt ops start and system reboots. Although, it works with restart of services twice instead of once.
