[Transfer Rule File] optionally show the link-to attribute if it has a value

Even if the clip element isn't under a chunk element it would be still nice to see the link-to attribute. E.g. you might build a variable with clip info. But when in non-advanced/shallow transfer mode, we don't want to show link-to, which doesn't apply.
