Feature request

I would like to have a BASE_PATH environment variable that definde a prefix url for every endpoint and for admin page also.
For example for BASE_PATH defined as "/evs" the admin page should be in /evs/admin

Related issues

It is necessary to add the safe-events-service in safe-infrastructure project. safe-global/safe-infrastructure#100
