Containing folder limit of 123 characters

Describe the bug
PCem.exe produces a fatal error.

To Reproduce
Steps to reproduce the behavior:

1. Identify the folder that contains all PCemu files
2. Rename the folder using 124 characters
3. Launch PCemu.exe
4. See error

Expected behavior
This test was performed by placing the folder containing PCemu in the C: directory.
If you place it in a subfolder, the character limit is redistributed by adding the total characters of each subfolder.
