Slowing down of literarization

I was playing with Argentinia and having a sustained increase in literacy from 10% to 20.5% when it went from increasing 0.0200 per month to only being around 0.0010 or less.

Looks like the define for base literacy rate change is per month in V2 but in PA it's updated daily which means it's 30x higher than it should be.

I don't think that is the case. update_literacy runs every day, true, but only adjusts a fraction of the pops. In the course of a month, every pop should be touched by update_literacy once.
