[Web]: Implement glowing cursor section

Is your feature request related to a problem? Please describe.

The designers proposed a specific section where the cursor glows on hover (color #CEFF00) on a blue background (primary color). This section could be reused on different pages; for now, it can be placed at the very bottom of the landing page.

We have seen a similar component on the jetbrains page (here).
