File related option should only be enabled with file selection #572

Issue/Feature Description:
Dashboard has multiple file specific options enabled.
It would be nice user experience if only file operation specific buttons/links remains enabled when file gets selected.

Example: Disable below links

@AmitRoushan I checked what you have suggested.
Just thinking out aloud if I have selected files, and then decide I want to create a folder. If the Create Folder button is disabled then I would have to first unselect the files and then click . Currently if I change my mind and decide to create a folder I can just click on the button. Same for Upload / Archive.
Would it really help the user to add an extra action to deselect?
