Adjust multiple --exclude filter handling to match expected functionality

See cityindex-attic/CIAPI.CS#230 (comment) for a description of how the current implementation fails to match the expected behavior (and is likely also not very useful like so anyway).

It's not immediately clear whether and how this can be solved in a straight forward way, but at first sight an option would be to simply evaluate each --exclude filter separately rather than in one combined call.
