Fix for Spectral VSCode Extension

Hello everyone, I want to fix this problem stoplightio/vscode-spectral#214
I want to add support for NPM package ruleset.
I'm having problems debugging the extension in VSCode, I'm getting a lot of errors when launching it, like a missing index.js file, is there any available documentation for developing the extension, like the steps needed to setting it up?
